J36 Wave for a Better South Asia

The J36 Wave is a transformative infrastructure and industrial development initiative aimed at accelerating economic growth, regional integration, and sustainable development across Bangladesh. Encompassing 11 strategic growth zones, the program focuses on industrial relocation, multimodal connectivity, energy security, urban modernization, and human capital enhancement.

Key Components

1. Industrial Relocation:
Establishment of industrial hubs in 11 locations—Cox’s Bazar, Chattogram, Rangamati, Cumilla/Feni, Gopalganj/Faridpur, Pirojpur, Bogura, Gaibandha/Rangpur, Gazipur/Mymensingh, Hobiganj/Sylhet, and Brahmanbaria—to decentralize industry and leverage existing transport and logistics networks.

2. Port & Maritime Infrastructure:
Development and expansion of key ports and terminals, including Sadarghat Lighterage Jetty, CPA Bay Terminal, Matarbari Deep Seaport (JICA), Mongla Port Extension (CEXIM), and Ashuganj Port of Call (IND-LOC), alongside initiatives in shipbuilding and container terminal enhancements.

3. Aviation & Airports:
Upgrades and new developments at Syedpur International Airport, Lalmonirhat MRO Hub, Cox’s Bazar Airport Operations, and Bogura Airport to bolster regional air connectivity and maintenance capabilities.

4. Landports & Border Trade:
Enhancement of landports at Benapole, Bhomra, Bhurimari, Banglabandh, and Teknaf with support from the World Bank to facilitate cross-border trade and logistics.

5. Railway & Transit Systems:
Implementation of projects such as the Chattogram-Dohazari Dual Gauge (ADB), Kalurghat Bridge (KOICA), MRT Lines (KOICA/JICA/Orascom), MMH Circular Rail (JICA), Dhaka-Chattogram High-Speed Train, Dhirashrom ICD Logistics Hub, Faridpur Railway Workshop, and Chattogram Monorail to enhance national rail connectivity.

6. Roads & Transport Infrastructure:
Development of expressways, bridges, and public transit systems, including the Chattogram-Cox’s Bazar Highway (JICA), Dhaka-Chattogram Economic Corridor Expressway, Meghna 3rd Bridge (KOICA), Barisal-Bhola Bridge, BRTC Electric & Diesel Bus Deployment (WB), and Chattogram BRT.

7. Energy & Power Projects:
Initiatives such as 100MW Renewable Energy Projects in South Chattogram and Eastern Sylhet, Eastern Refinery 2nd Unit (20 MLPD), Kaptai Hydro Upgradation, Maritime LPG Terminal, National Gas & Oil Exploration, National Grid Modernisation, BPDB & BREB 450 MW Distribution, and Green Energy Modular (GEM) Plants to ensure energy security and sustainability.

8. Smart Cities & Urban Development:
Creation of integrated urban solutions, including Chattogram Bay View Smart City, New Cox’s Bazar Township, DNCC Gulshan CBD, and a New Capital Township to accommodate urban growth and modernization.

9. Climate Resilience & Water Management:
Projects like Teesta Barrage Modernisation & Township, Chattogram WASA Land Resolution, establishment of new WASAs in emerging metros, MSEZ Pipeline Infrastructure, and Smart Prepaid Meter Industry to address climate challenges and water resource management.

10. ICT & Space Technology:
Development of digital infrastructure through the National NID & Civil Database Project, National Cloud Data Center, Delta Satellite Program, South Asia Space Station, Hi-Tech Parks & Incubation Labs, EDGE | BCC Digital Transformation, and National Disaster Recovery (DR) Centre to foster technological advancement.

11. Education & Human Capital:
Establishment of the China-Bangladesh Modern Hospital Initiative, global partnerships with universities and institutes, July University of Human Dignity & Mother Earth, and July36 IT & Space Tech Institute (in collaboration with Yale, Harvard, and MIT) to enhance education and healthcare services.

Investment & EPC Readiness:
The J36 Wave is structured for immediate investment and EPC engagement through Government-to-Government (G2G), Public-Private Partnerships (PPP), and private sector collaborations, with support from international partners including JICA, KOICA, ADB, World Bank, CEXIM, and others.

The J36 Wave represents a comprehensive roadmap for Bangladesh’s sustainable development, aiming to create a resilient, connected, and prosperous South Asia. Immediate action and investment are sought to realize this vision.
